福建出台楼市新规 房企项目可申请“商改住”

被业内认为在国内楼市中表现较为不错的福建，最近又出新政了。
　　据《福州日报》等报道，近日，福建省国土资源厅、住建厅转发了国土资源部、住房城乡建设部下发的《关于优化2015年住房及用地供应结构促进房地产市场平稳健康发展的通知》（以下简称《通知》）。根据《通知》，福建省允许开发商进行项目住房套型结构调整或房地产项目转型。《每日经济新闻》记者注意到，易居中国执行总裁丁祖昱今日（6月16日）在其微信公众号上评价称，“被福建省政府的 接地气 和 执行力 惊呆了。”
　　供地计划调控分为五类
　　《福州日报》的报道显示，据《通知》内容，福建省内各市、县（区）要根据本地房地产市场实际情况，允许房地产企业适应市场变化，按以下不同情况，作出住房套型结构调整或房地产项目转型。未来供地计划将分五类来调控，分别为“显著增加”、“增加”、“持平”、“适当减少”、“减少直至暂停”，由此来确定房地产市场供应规模。
　　五类供地计划具体如何执行呢？上述报道称，是根据该市、县近3年商品住房月平均销售量来计算的。截至2015年6月底，商品住房现实库存去化期限超过24个月的市、县，应明显减少商品住房用地供应数量；商品住房现实库存去化期限超过36个月的市、县，应明显减少直至暂停出让商品住房用地；商业办公用房库存供过于求的市、县，要调整供地结构、优化布局，直至暂停供应商业办公用房用地。
　　今年3月27日，国土资源部联合住建部下发了上述《通知》，要求各地“有供、有限”，控制供地节奏，“对在建商品住房项目，在不改变用地性质和容积率等必要规划条件下，允许不适应市场需求的住房户型作出调整。
　　丁祖昱在其微信公众号表示，不管是调规划，还是调供地，都不是容易的事情，规划一旦制定，要改起来就难了；土地供应也是如此，又是地方政府最大的财源，说减就减难度很大。
　　丁祖昱表示，就目前来看，这还只是省级政府对市县发出的的操作性意见，具体落实还需一段时间，具体效果还有待观察，但福建省政府的做法值得其他省份参考，特别是东北、西部等房地产供求失衡的地区。
　　房企可申请“商改住”
　　福建此次发布的新政被业内视为力度最大的部分是：允许住房套型结构调整或房地产项目转型。《福州日报》上述报道显示，根据《通知》，各市、县（区）要根据本地房地产市场实际情况，允许房地产企业适应市场变化，按以下不同情况，作出住房套型结构调整或房地产项目转型。
　　对于未取得预售许可证的商品住房项目及项目中单栋楼房，在不改变用地性质和容积率的前提下，允许房地产开发企业调整住房套型结构，以适应市场需求。
　　同时，对于未取得预售许可证的整体或部分房地产项目，所在市、县现实库存去化期限超过24个月的（按住房和非住房现实库存分别计算去化期限），在符合相关规划要求的情况下，允许房地产企业进行项目整体或部分转型；房地产企业可以申请土地用途、规划条件变更，用于其他产业项目或用于符合市场需求项目用途的开发建设，重新依法依规办理相关规划、用地手续，重新确定相应的土地价款。
　　克而瑞厦门机构数据显示，截至2015年4月底，厦门SOHO在售存量为55.87万平方米，未售存量约69.31万平方米，合计约125万平方米，去化周期至少4年以上（按30万平方米/年计）。
　　上述政策无疑给SOHO项目去库存提供了一条重要途径，对房企而言也意味着新机会。

　　克而瑞福建区域总经理、房价点评网首席分析师张子吉对《每日经济新闻》记者表示，“商办用地可改住宅”的政策，对未来楼市而言是一重大利好，一方面是因为当前商办市场持续处于低迷状态，政策的出台，有利于缓解这类型产品后市的开发风险；另外，厦门近年来商住用地供应量偏紧，楼面价不断高企攀升，如果能有一部分商办用地变更为住宅用地，既可以缓解土地的供应压力，对于一些“土地断粮”的房企来说也能寻找新的开发机会，同时或许也能在一定程度上减缓楼面价攀升的速度，有利于楼市更加健康稳定的发展。
　　不过，对于上述政策的执行落地，业内也表示程序较为复杂。厦门均和房地产土地评估咨询有限公司董事长王崎认为，商办和住宅在配电、消防等方面的建设都不一样，这些要更换的话并不容易。
